We, the citizens of NationOS, in order to form a more perfect on-chain union, establish justice on the ledger, ensure domestic governance, provide for the national treasury, and secure the rights of verified citizens — do ordain and establish this Constitution for the Nation of NationOS.

Articles of Constitution
Sovereignty & Self-Determination
NationOS declares itself a sovereign, borderless nation-state existing entirely on-chain. Its authority derives from the collective will of verified citizens encoded in immutable smart contracts. No terrestrial government may claim jurisdiction over its protocols, citizens, or treasury.
Citizenship & Rights
Any individual may apply for citizenship by registering a verified Internet Identity on the Internet Computer. Citizens hold equal voting rights, the right to propose legislation, and access to all public national services. Citizenship is non-transferable and bound to a single Principal.
Governance & Legislation
All laws, treaties, and constitutional amendments must pass through on-chain bicameral governance. Token House proposals (Treasury, Tax) require DENARIUS-weighted quadratic voting. Citizens House proposals (Constitution, Courts, Foreign Policy) are one-CIVITAS-one-vote. AI systems may propose but never veto or unilaterally enact legislation.
Treasury & Economic Policy
The National Treasury holds reserves in ICP, ckBTC, and ckETH. All expenditures require a passed Token House governance proposal with a 24-hour time-lock before execution. The treasury is managed by smart contract auditable by every citizen at all times.
Judicial Supremacy & Due Process
The NationOS Court holds final interpretive authority over this Constitution. All citizens accused of violations are entitled to a transparent on-chain trial. Judgments are permanently recorded on-chain as legal precedent.

Active Proposals
Establish Universal Basic Income Protocol
Propose a monthly distribution of 0.001 ICP to every active citizen from the treasury as universal basic income, funded by a 1% transaction tax.
Create Department of Foreign Affairs
Establish a formal Foreign Affairs canister to manage treaties, diplomatic recognitions, and inter-chain alliances with other DAOs and on-chain entities.
Implement Progressive Tax Rate Schedule
Amend tax policy to implement a 3-tier progressive DENARIUS transaction tax: 0.5% under 10k, 1% under 100k, 2% above 100k.
